"Fussy Lunch" (うるさいランチ, Urusai Ranchi) is a member of the Angels, and a former friend of Sakura Sakurakouji and Rei Ogami. In chapter 183, he registers as a student of Kibou High under the pseudonym "Ai Ueo".

Reggae's Defeat
When "Reggae Four-Eyes" is finally hit by Ogami, he refers to "Fussy Lunch" as "Headliner", another nickname for him. It turns out that the humans had instigated the power users into killing the Rare Kind, and when "Fussy Lunch" attempted to negotiate with them, he ended up killing them.
Plot
Like the other Angels, "Fussy Lunch" is first seen in Eden's headquarters, challenging the Code:Breakers.

Rei Ogami
Before December 32, Ogami, "Fussy Lunch", and Sakura seemed to be good friends. At one point, he tells Ogami that he wasn't that bad of a person after all. However, once Code:Emperor began killing the Rare Kinds, "Fussy Lunch" killed the Power Users surrounding him, including Ogami.
Shibuya
"Fussy Lunch"'s relationship with Shibuya is unclear, but it is shown that he respects Shibuya's decision to stay neutral. He stops "Cat Boy" from attacking the Power Users because the school is a neutral zone.
