Background
During the Meiji era he along with Heike and the other founders made Eden. Also the Emperor at some point was the founder of Kibou High which served as a school for power users to be made in to soldiers.
History
Fire Ball Form
Oogami is the only one that can control the Emperor's power. Emperor takes the form of a candle flame. He is currently on the quest of finding everybody's weaknesses. Interestingly, underneath his fearsome facade, he is a very gentle person who cries when he reads sad stories. Also, he develops a crush on Rui and falls in love with her voice as well.Nobody really knows how Code:Emperor looks like. But in chapter 103, Code;Emperor appear in a form of a small boy. He said that since he is just a residual of soul, that form(small boy) is the best he can do, when Oogami teased him. He appeared again in the kid form in
Code Emperor's Original Form
chapter 106. In Chapter 109, it is shown that Code:Emperor, starts to remember Heike. He recognised Heike, and remembered that he was one of the people, along with Heike to build Eden. He couldnt recognised Heike earlier was due to his previous flame form. In chapter 110 and 111 we are told that Code:Emperor, Heike, and Sakura's real mother founded Eden. In chapter 134 he supposedly gave himself to save Ogami from Toki's attack. Reappeared though to show to Rei that he wasn't dead.

Emperor has the Seven Flames of Purgatory, four of which have been seen.
