A top secret organization involved in taking down corrupt officials and politicians. There are six in existence at any time. They all have number code names that denote their strength: Code:06 being the weakest (which all Code:Breakers start off with) and Code:01 being the strongest. The ones shown so far all appear to have some sort of power that aids in the destruction of their targets and have their own unique addition to the Code of Hammurabi reflecting their views. They are given orders by a trio of people called "Eden". There have also been ex-Code:Breakers. However, if a Code:Breaker continues to use their powers to punish Evil, they will one day be killed by their powers, referred to as a Code:End. Interestingly, their abilities seem to operate on limited capacity and should they overuse them, they will experience adverse side-effects as well as their powers being lost for a 24-hour duration. Currently all besides the current 01 have been revealed.

Nenene Fujiwara: Her Code number is unknown, she was 'killed' by Kouji Code:Seeker: A student of the President, he went rogue after he was betrayed, and raised Oogami Rei. The only known Code:Breaker so far with two powers: Regeneration of Cells, and the Manipulation of Space. Leader of Re:Code.
